Andrés Gómez de la Torre, a defense and intelligence specialist, told El Comercio that the U.S. action in the Caribbean has several facets and lends itself to many conjectures. He added that, so far, the level of deployment does not provide a conclusive indicator to ensure it is a direct military operation in Venezuela in the style of the 1989 operation in Panama to capture dictator Manuel Antonio Noriega, which used over 30,000 soldiers. "It could be a first step of something bigger, like a complete territorial intervention, for which much more personnel would be needed. An extractive operation could also be prepared to remove Maduro from Venezuela, as was done with Osama Bin Laden, when a SEAL commando entered his house and killed him. In Maduro's case, I believe it would not be to assassinate him but to take him alive to the United States," explained Gómez de la Torre. Regarding the deployment of P-8 aircraft, Gómez de la Torre said it could be an indication that, indeed, these are interdiction operations, as this intelligence-gathering aircraft can monitor what happens in international waters where drug trafficking routes are. Another possibility is that the United States could be pressuring Maduro to accept a negotiated exit from power. On this aspect, Gómez de la Torre said it is unlikely to happen. "I consider it unfeasible given the experiences we have had. The most visible and structured ones, such as those in Norway, Barbados, and the international contact group, yielded no results. A negotiated exit is unfeasible. Probably the Maduro regime will make some concessions, but the fundamental issue will not be resolved with a negotiation," he noted.
